Exactly as it says on the tin.

Remember those optical fiber toys you used to see at amusement parks and the like? Imagine there's a jump rope coming out.

But really, this thing is cute and fun, especially for the easily amused type who like things that light up. Took it out in back in the dark, and while it was a tad bit long for me (I'm 5'5") it works just fine. Durability seems fine. And batteries are included. I'm sure there's a light up frisbee you should be pairing this with somewhere on the internet.
